Conflict of Interest

Chapter 176 of the Texas Local Government Code requires vendors and local government officers, including School Board members and certain school district employees, to disclose conflicts of interest. These disclosures must be filed promptly and posted publicly to ensure transparency and prevent conflicts in purchasing practices. 

Vendor Requirements

Vendors or potential vendors doing business with a school district are required to file a Conflict of Interest Questionnaire (Form CIQ) if the vendor has a direct or indirect business relationship with a local government officer or their immediate family member that results in taxable income exceeding $2,500 or gifts valued at over $100 in the past 12 months. The form must be submitted no later than seven business days after the vendor starts contract discussions or negotiations with Sherman ISD, or submits an application, proposal, bid response, correspondence, or any other document related to a potential agreement with SISD.

Local Government Officer Requirements

Local government officers are required to file a Conflicts Disclosure Statement (Form CIS) if they or their immediate family have a financial relationship with a company doing business with the school district that includes receiving taxable income exceeding $2,500 or gifts valued at over $100 in the past 12 months. The form must be filed within 7 business days of becoming aware of the conflict.
